UNEXPLAINED EXPLICITLY IN CANON.

He does refer to her as having a special body -- which could be legit as there are times when I debate the literalness of 'Mukuro' as a name and the Hell stuff and death/not dead/in-between-dead/whatever. But it is also pretty clear that he can jack other bodies when he wants to as well, so I call mostly BS.

Mukuro picks up people who he needs psychologically. He also has a soft spot for . . . it's like strays, but not. . . there is something that calls to him in a This Is An In-Group way and he goes for it. So those two together basically mean Chrome pinged him hard, imo. One part selfishness and one part compelled (he's compulsive in all aspects of life...) and probably one part other which I haven't decided yet.

He is super mad about it when he thinks about it. He was very serious about feeling like Dream needs to take responsibility for his own desires and he will attempt to yell him into doing something about it if given an opportunity.
