Hibari luv Mukuro... Mukuro caught his attention the first day, and since then he's been kind of enamored of him, thus the... flirting... Mukuro presented himself as someone who may have gone up against Hibari in the past and not done poorly, and Hibari is fully aware that he a Big Fucking Deal so he wants to know how strong Mukuro is that he can stand against him casually. That little incident gave him a taste and when he's done putting himself back into sorts it will just make him more eager to play again. There's also a bit of... fellow feeling? IT'S HARD TO EXPLAIN... Hibari sorts herbivores and predators and doesn't really engage the former; with the latter it's kind of, Yes, I know you... And Mukuro is so clearly not a herbivore, not like Dino and Tsuna who blur the line and confuse him. Simple, clean.

I also don't think Hibari hates Mukuro in canon--I think he feels the same way about Mukuro that he does with Dino and Tsuna, though with poor heat: my prey. There's a certain amount of possessiveness and entitlement but also a lot of one day I am going to crack open your rib cage and pull out your beating heart.
